Strategic Partner

The INP is a legal person governed by public law, endowed with legal personality, administrative, financial and patrimonial autonomy, as well as functional and technical independence, aimed at protecting the strategic interests of the State in the field of oil. In the exercise of its powers and powers, the INP shall have decision-making and sanctioning powers under the law.

As the Oil Regulatory Authority, the INP is responsible, within the framework of its legal tasks, for the definition of guidelines for the participation of the public and private sectors, as well as for the licensing, regulation, supervision, supervision and control of oil operations activities.

Among its tasks, it is the responsibility of the INP to regulate, monitor and manage the activities of oil research, development, production and transport; to propose policies and standards relating to oil operations; to prepare and implement the processes for the allocation of rights for oil operations; to license oil infrastructure and operations; to preserve the public interest by defining appropriate technical, economic and environmental conditions for the efficient use of resources; to ensure compliance with concession, purchase and sale contracts and other contractual instruments inherent in oil operations and to ensure other tasks provided for by the Law and other applicable legislation.

In the framework of its tasks, the INP also regulates and monitors the conditions for the Capture, Storage and Use of Carbon Dioxide (CCSU), when related to oil operations, as well as proposes development policies and standards applicable to this subject under Law No 8/2026 of 3 June.

The INP is supervised by the Minister who oversees the oil area and is governed by Law No 8/2026 of 3 June by the respective Organic Statute, approved by the Council of Ministers, and other applicable legislation.
